County capital improvement projects await jail site selection

Several proposed capital improvement projects hinge on decisions made for where to build a new jail.

The Capital Improvements Committee approved $948,728 worth of projects planned for 2000 that would be funded by taxes collected in the county. Included in that total is $400,000 for installing sewer, water and streets in the Portage County Business Park east of Brilowski Road.

Two clients have expressed interested in buying lots there, said Planning and Zoning Director Charles Kell. Revenues from the land sale and reserve funds could reimburse the county.

The committee met Wednesday, Sept. 29.

Other proposed capital projects for next year include $75,000 for a long-range facilities plan; $112,500 for the Highway Department's portion of a salt shed it will share with the state; $25,000 to remodel the Ruth Gilfrey Building reception area; $120,000 toward taking digital format aerial pictures of the county; $65,800 for buying defibrillators for the Sheriff's Department, first responders and the Plover Police Department; $35,000 to replace dispatch equipment in the Sheriff's Department; $50,000 for building new bathrooms at Lake Collins and Lake Helen county parks; and $65,428 to expand the Data Processing Department's optical imaging expansion program.

The Capital Improvements Committee also looked at an estimated $26 million worth of projects that would require the county to borrow money.
Included in the sum is $2 million for expanding the Department on Aging's Lincoln Center, $468,000 for remodeling the second floor of the County-City Building, $2 million for a new heating, ventilation and air condition system for the County-City Building, $2 million to purchase land for an urban park and $20 million to build a new jail.

Until a site is selected for a new jail, the Department on Aging, jail and County-City Building projects are on hold.

Before the county would bond for any of those projects, departments would need to return with their plans to the Capital Improvements Committee for further review, Finance Director Bo DeDeker said.

The County Board has the final say on the 2000 budget.
