Plover Plan Commission approves site plans for two businesses

The site plans for two new businesses in the village of Plover were approved by the Plover Plan Commission Monday night.

The commission approved the plans for Family Video at the northwest corner of Plover Springs Drive and Post Road and for a large animal veterinary hospital at 2140 Maple Drive.

Family Video's plan includes sidewalk along Post, landscaping, site drainage retention and water and sewer lateral location. The state Department of Transportation has approved a temporary driveway on Post, with the condition that the driveway be relocated to a shared driveway when property to the north develops.

Dr. Wayne LaVasseaur is involved in moving the Corriente Animal Hospital at 2110 Jay-Mar Road to a new 5,000-square-foot building. The front of the building will have a Western appearance.

As conditions of plan approval, the developer must install an 18-inch culvert in the driveway, work with the community development manager to determine the impact fees, install yard sprinklers and additional landscaping if the natural area is substantially changed, screen a trash area and seek Plan Commission approval of any outside storage.

The commission also approved a site plan for a garage and trash container enclosure at 3501 & 3511 Evergreen Drive.

Acting on commission matters Wednesday night, the Village Board approved some other recommendations:

A certified survey map for Joseph and Patricia Okray for a land split in the area of Highway 54 and Grant Avenue in the town of Plover, within the village's extraterritorial area.

Dan Mahoney, village manager, said language in the map includes a provision about Grant Avenue right-of-way because the village wants to be in a position to decide whether to participate in the costs for that street, without forcing the village into paying.

A certified survey map for Mark Bailey, 3031 Jackson Ave., for a lot split to provide a buildable lot fronting on Alan's Way at the rear of his existing residence. The approval is subject to the payment of a $250 park fee.

A certified survey map for Shirley Suplicki to split off four lots between Fox Lane and Golden Road, subject to payment of $1,000 in park fees. The village president was authorized to enter into a development agreement for access to Golden Road for one of the lots.

The board also approved an Administrative Committee recommendation to hire Public Administration Associates (PAA) LLC of Oshkosh for $2,645 to evaluate salary study proposals for village staff and the board. That was the lowest of three proposals, and Mahoney said recommendations from others using PAA rated the firm as "good."

The village wants the study completed by budget time in September.
