Common Council sets salary for acting fire chief, revises truancy rule

The Stevens Point Common Council approved a salary for an acting fire chief who will be paid more per day than the chief who retired last week.

The council said Deputy Chief Steve Koback of the Fire Department will receive additional compensation of $35 per day, including Saturdays, Sundays and holidays, from Friday, April 14, until Oct. 31 or 30 days following the first day of duty of the new fire chief. The deputy chief salary is about $48,500.

Koback will replace Fire Chief Peter Ugorek who was paid an annual salary of $57,244. Koback's additional pay will cover about 200 days, bringing the salary to about $55,500 for six months.

In addition, the city will be paying about $45,000, plus benefits for two years in conjunction with Ugorek's early retirement.

The council also acted on a number of other items:

ROGERS CINEMA EXPANSION: Approved off-site parking for Rogers Cinema, 2725 Church St., for 136 spaces is in the 2800 block of Church Street. The proposal will allow for future widening of Church Street, while adding 120-seat and 200-seat theaters to the facility.

SPECIAL ASSESSMENTS DELAYED: Sent a utility extension request back to the Finance Committee to work out financial arrangements due to the uncertainty of the project on both sides of St. Paul Street from Jordan Lane to Regent Street and both sides of Doolittle Drive from Wilshire Boulevard North to 600 feet east.

Owners of 83 percent of the property objected to having to pay $50,000 of the $74,000 cost.

BIKE ORDINANCE REVISION: The ordinance revision would allow police to enforce the bicycle ordinance on the Green Circle Trail. Police have received several complaints about poor manners by bicyclists on the trail.

TRUANCY ORDINANCE REVISION: The changes allow police to go after the parents of children for truancy, applying state law to the municipal code.

DRUG PARAPHERNALIA ORDINANCE: The ordinance allows police to issue citations for possession of drugs or paraphernalia to get more people into the system for rehabilitation purposes.

3 ON 3 BASKETBALL TOURNAMENT: The 3 on 3 Basketball Tournament will be moved to the municipal lot at the corner of Water Street and Crosby Avenue on July 29 and 30 to provide additional space.

STREET LIGHTS: New appropriate street lights will be installed on Heffron Street from Leahy to Hoover avenues.

PARK MAINTENANCE VACANCY: The Parks Department was authorized to fill a vacancy created by the retirement of Jerry Krueger, parks supervisor.

MAYORAL ORDERS: Accepted mayoral orders regarding two-hour parking zones on Prais and Peck streets between Michigan and Clayton avenues and for areas affected by Clark Street construction, allowing two-way traffic on sections of Church and Clark streets and limiting parking.

TRAFFIC STUDIES: Approved traffic studies for stop signs in the Parkdale Subdivision, stops signs on Frontage Road at Schofield Avenue, repealing a bus zone on Ellis Street east of Strongs Avenue and revising parking limits in the 2800 to 3000 blocks of Dixon Street.

CONCRETE BIDS: The low bid of $45,190 from Quality Concrete in Manawa for concrete street repair projects was accepted.

FLIGHT SCHOOL AND AIRCRAFT RENTAL: Accepted a $1 million liability insurance policy from Tom Ludwig to operate a flight school and aircraft rental because a $2 million policy was unavailable.

ENHANCEMENT GRANT APPLICATIONS: Submitted applications to the state Department of Transportation for enhancement grants involving Patch Street sidewalk, a gateway gazebo, Highway 10 East sidewalk, a pedestrian-bike tunnel on Church Street, renovation of steam engine 2713 and acquisition of small vacant parcels on Clark Street.

PLAT REVIEW: Accepted the proposed 25-lot Berard Subdivision off Highway 66 in the town of Hull which will have 25 lots in a smaller area, making it economical to extend sewer service while preserving open space.

YMCA SIGN: Granted a variance from the sign ordinance to the YMCA to place a large sign on the building, which is changing its entrance from Division Street to Franklin Street.

ANNEXING PROPERTY: Annexed the property at 3517 Stanley St., with the property zoned as R-2 Single Family District and a special assessment activated for the property.

PROPERTY REZONING: Rezoned the property at 4516 Heritage Drive from R-1 Suburban Single Family to R-2 Single Family.

UTILITY EXTENSION: Approved extending utilities on Boyington Avenue from East Avenue to Reserve Street.

OTHER ACTION: The council also accepted Finance Committee denial of claims from Doris Ostrowski, George Anderson, Cindy Tielens and Heather Lucas; and writing off $24,234.52 in personal property taxes deemed uncollectible.
